Photopea

Photopea opens PSD files in a browser and supports layers, masks, smart objects, and most of the adjustments people actually use. It is the fastest way to edit a layered file on a machine that does not have Photoshop, and it handles AI, XD, and Sketch files too. The interface is deliberately close to Photoshop's, so there is almost no relearning. The free version is ad-supported.

Where it falls short

Performance degrades on very large files, and it is a one-person project, so long-term support is a consideration.
